You have been hired as a consultant to Sigma Telecome,Inc.
The company is facing severe competition in its core competency of
providing communication systems(voice,data,internt) to its customers.
The company has three types of services: wired phone line, wireless,and cellular. It provides local, long distance, and international calls.
New companies foucusing on specific markets and specific customers have reduced Sigma Telecom's market share from 70% to 45%.
These new companies have the latest state-of-the-art technology,using satelite , rather than wired lines, and are providing beter quality serviceat lower cost than charged by Sigma. Sigma has several opprtunities to stop the loss of its market share. They include an allinance with one foreign telecom to reduce total costs for both, by sharing tecnology ,equipment, etc. Another option is to acquire or merge with another larg company, foreign company. Another option is to work with Nokia and Palm by integreating and expanding their services.Nokia's hand - held (cellular) phone can become a camera, a computer , an organizer , and a merchant point - of - puurchase, as well as a global phone.
The chief technologgy oofficer OCT was asked by the President of Sigma to develop a technology strategy for the next 5 tp 10 years

As a consultant , advise the COT of the required steps to develop a technology strategy
The budget director of Sigma is not pleased with the method used to estimate the required resources for each R&D proposal. He found out that the actual cost is about twise the initial cost of most R&D projects.
The budget director wants to reduce this cost risk, becauuse now it represents an unacceptable level of risk.
